His Excellency the Governor has handed me a
copy of Mr. Chatham's report on the Railway Accounts which
he has looked through and has asked me to say what I think
on the report.

Mr. Chatham has pointed out what he thinks
as the disadvantages of the system and in order to show
that the departmental system is not so bad as he paints it,
I must point out some of the disadvantages of the system
under which work is done in the Colony. In doing so I hope
that it will not appear as if I want to make a personal
attack on any one, but only on a system. Mr. Chatham was
asked to report on the system on which I am carrying out
the work under orders from the Consulting Engineers and in
